I was wondering if someone could tell me what determines how long it takes a settlement to create a new worker or breeder? Some of my settlements are taking 20+ hours to make new people and it's taking forever. I'm playing the IOS version, btw.

I think the overall length is arbitrary, but I think it may be set to get higher the closer you are to filling the max capacity. So if at say 122/132 breeders, it may start at 10=1 hour. 9=1hr30min. 8=3hrs. 7=6 hours. 6=12 hours. 5=24 hours. Everything <5=24 hours.
However...I don't think increasing the settlement size would solve anything since you must wait till the breeder capacity is full before anyone useful begins to be produced.
The idea is probably to either make you put down the game until that's resolved or more likely, tempt you to buy gems to get through it.
If my observations are right: Everything <10 till max capacity=hour(s). Everything/breeders >10 till max capacity=13 seconds.
So reproduction rate I guess is determined by closeness to full capacity, you might say.
Because of it operating this way and the settlement worker capacity always being 10% of the breeder max capacity, it's a recipe for the settlement workers to constantly take forever to produce. The best alternative isn't even to build smaller settlements (I suspect) as this would simply mean running into the longer timers more frequently since it would come close to full sooner. (Might still be worth the experiment if you have belief to spare, I guess.)
Edit: There is a small benefit to smaller settlements. The <5=24 hours rule doesn't apply to breeders in <100 pop settlements, and similarly, it doesn't apply to the settlement workers. I suspect the higher the max capacity, however, the longer it will take, capping off at 24 hours. (With the occasional wondrous bug exceeding that duration.)
In other words, <100 pop settlements will produce breeders within seconds and workers will be produced every hour until you get >10 (or hit worker max capacity), I think. Albeit this may be a combined element, where in general <10 till max capacity at >100 pop settlements will result in increasingly longer timers.
Best workaround I guess might be to make several settlements at less than 100 population to keep the timers low, much like it's best to build smaller abodes to generate belief more rapidly. The downside to this approach is the increasing belief cost to create settlements.
