Some observations about base balance changes

Didn't play Godus much during the alleged 'PC Sprint', but did play a fresh restart a few weeks back to see how the game stood as a result of the sprint and found belief generation times, build times and such still as prohibitive as they had always been since 2.1 buggered it all up, didn't play for long as I quickly got fed up again (plus real life meaning I wasn't doing much gaming anyway), so perhaps these were changes from the PC sprint last year and I missed them due to quickly changing over to Steam workshop balance figures.
However, since the series of updates that have introduced the 'story' content for which I did a complete wipe of my game install so am starting off fresh, I'm noticing some changes to the core game balance that I saw no mention of in the patch notes, namely:
* Timers have been hidden in place of % figures for both construction and belief generation, at the same time the now hidden timers have been significantly reduced in a lot of cases. Beach huts for example now generate belief in a little over 1 minutes similar to in pre-2.1 builds, rather than the post-2.1 times of 5 minutes+.
* Build times seem to have been cut down, minor reductions in some cases whilst others are more significant.
* Significantly more chests in places I can't recall seeing chests a few weeks ago, and certainly chests where there's no chests in the current live mobile build.
* Unsure of this one, but sculpting costs seem to be reduced? But this could actually be because belief is more available now, so sculpting feels cheaper compared to the amount of belief I have at any one time.
So for someone who never gave the December builds much of a playthrough and only followed the vague build notes that seemed to never really go into much detail on specific changes being made.... are these changes all made last year? Or is someone in 22Cans sneaking in PC-only rebalances and changes inside recent updates?
Edit: It could also be that the Steam workshop balance override changes aren't stored in the base install directory and instead are stored elsewhere on the machine, and even though I've done a completely fresh install I'm still using modified balance figures. But the figures I'm getting now seem different to any I've had when using a balance mod, so don't think this is what's going on.
