I'll go straight to the point. There's a mod in Cities:Skylines that lets you connect twitch chat to Chirper and thus allow you to interact with the viewers.

So here's the idea: I create a city, and you play the citizens giving me quests to follow and your opinions on what I do. A fun interactive play collaboration between our fora and my undead twitch show.

You're free to join any time you want. You can also follow my channel to know whether I started the game or not... Or just to watch my other streams. Or not to watch them - the choice is yours!

All you need is just to watch the stream of Cities Skylines on my channel and write to twitch chat.

Let's lead our yet nameless city together!

Correct.
It's not like you participate in the game itself, it's just twitch chat. So the only cost is your time, bandwidth and emotional involvement.

Then again, if twitch chat is used, it'll become quite fun.
