If memory serves, there have been important game triggering milestones buried even deeper than that - at least there were in the past iterations of the game. I assume it was thought of as some form of clever gameplay or whatever, but it was ridiculous for a game that requires (forces) you to build so much urban sprawl, and runs on limited or slowed resources, to then necessitate having to dig massive holes to progress. Just smh.
