One settlement always has a grumpy face rising from it.
Even with a fountain and tree of joy running beside it. Tree buff is around 98%.

From what I've been reading that could very well be due to hidden homeless followers behind your settlement.

The random roaming of followers while the game isn't loaded, causing them to get in places they shouldn't be able to get.
You'd imagine that thats something they'd bother to fix considering its been in the game since day 1...

This is a common problem, what you need to do is press the godless icon until all the icons shake then drag Godless to the recycling bin.
