How can i cause a builder to stop building without leashing him or killing?

You could wait until he goes home to recovery and remove or make his access to the the abode impossible (dig a trench etc) you now decided you do not want him to build - quite why I've no idea, leash him away if by far the best and cheapest way. As you why you'd want too, well when the dim wit builds something which is not what you intended or where you intended because the path following is at 0.0000001%, would be my only thought. Combined with the hair triggered of FoG where you try and zap something and for giggles you end up trashing a large abode and some builder decides to build a tiny one beside the rock left from the unintended FoG-ing.
