You can contact Pay Pal, there's a customer service, and then you can also contact those banks.
I don't know if there's a metaphor in this topic, but this bank thing should be sorted out, with some patience, and maybe some MORE money spent into calls. >_<

I have no desire to call my USA banks, there is no issue with them. I also have no desire to call Paypal. If they have an issue with my physical location, I can take my business elsewhere.
