I imagine they will have started working on it as a side project while still at 22Cans, but even if not, I guess at least 18 months?
The top-billed endorsement they cite is from Peter Molyneux. I will reproduce it here:

While this is conveniently undisclosed, Peter is actually a shareholder of Flavourworks and so you wouldn't expect him to be applying much critical thought to his assessment.

Hey guys. Thought I'd pop in (I keep meaning to do this more regularly, but things are super busy!) Sorry I missed your last few posts. Concerning quotes, we've been careful not to say anything specific about the game. For me there's nothing wrong in sharing people's early impressions about the project, especially if it helps us with getting some early attention in what is a very crowded industry. What I have up to this day been very careful about is saying our game will do X or Y when the project is not fully locked down or ready to release, which for me was the source of disappointment with Godus. I don't begrudge anyone for sharing positive feedback about something they've put sweat and blood into. As for Peter's endorsement, I guess his belief in what we are doing is further reinforced by the fact that he helped to give us a small early investment to start with, which he wouldn't do if he didn't believe in it, right? We're not a big corporation trying to trick anybody, we're just a handful of people trying to make a passion project in a small room with no windows. We could show off something for sure but I truly mean what I said where we don't want to fall into the same trap as Godus, which again I don't think is the same as posting some buzz quotes for the time being? I hope you agree. Also, HOW AMAZING WAS INSIDE? I really like that I hadn't seen that game too early, and I went in feeling like it was pretty fresh, polished, and special. Not sure if we will keep as silent for as long, but I appreciated the mystique of not seeing anything before it was ready, and the polish on that game is insane and, for me, worth the wait. Anyway let us know if you're ever in London, would be good to meet and maybe sneak you a peak!

That's a perfectly valid approach, and if keeping it under wraps until it's ready is what you want to do – by all means, do that – but "saying our game will do X or Y when the project is not fully locked down or ready to release" was NOT the source of disappointment with Godus.
