Both/either of these are what I would guess, too. Mostly based on some things he's posted or tweeted about. Hint: the procedural stuff isn't a secret. So are we getting close with any of these (as you are the man to judge!)

Well, using logic for deductive reasoning one might take that to mean he eliminated one of the two subjects, thus leaving only the other potentiality; so we may assume that the remaining sculpting tools is the correct answer. Of course, he might also just be trying to throw us off.

Hrm...Not sure if proper resource system would count as a secret or not, but maybe that? I mean, that's one system they've been steadfast behind, from clicking everything to flimsy collection shrine "fix" to reimplementing gems for the sole purpose of working around its pitfalls. Powers and stuff are also something they've kept under wraps, so that's also possible, but they've been pretty open about changing those around, to the point of making some useless and tossing in single-function ones (lookin' at you comet). Frankly though, I can't think of anything that'd be worth keeping a secret if it has no long-term impact for at least one of the platforms. Sculpting tools might fit there, but if it were power related, given the current setup, I can't see any of them having a huge impact on either platform. Mobile users that are still playing have stockpiled up loads of resources, and probably eliminated the Astari. PC users are constantly resetting their worlds due to the beta nature of the game, so powers would just be another round of slogging up to them and recognizing they still don't have much to direct them towards. Then again, completely out of left field would be improvements to the modding tools, but seeing how those were received (and some parts missed), I'm a little skeptical of that. Edit: Also worth noting, 13thGeneral: new timeline was in your post as well, so it really leaves sculpting tools/timeline revisions on the table, as well as what I've tossed up as speculation.

My guess (more a hope?) would be updating the shrine system so it's actually more like civic buildings than just random statues plopped around.
That or re-introduction of roads (where did they even go they looked pretty decent at times?)
or maybe hubworld is finally done and we are going to be able to multiplayer at last.
(last suggestion may be a bit less serious there XD ).

He said the community would be pleased, so it's gotta be something near the top of the "top requests for Godus" – did we ever get a tally of those requests? or did anybody bother to do one of their own?
EDIT: or something from the roadmap that's been ignored, since the community does love to hold 22cans to their promises. But I think that's unlikely, since I don't think that would count as "top secret". But I'd be pleased as punch if it turns out it's the commandments system.
