Well, given the amount of folks at the core of the game that have bailed after major revisions...it could have likely been someone on the development team that knew of a version where the paywall bits weren't introduced or part of the design they were allowed to see - remember the enforced narrative the producers wanted for the developers so they could "focus". On that note, I have to commend 22cans on how fast they removed the paywall - about six months ago that might have been a full "update".

They probably built in a toggle to switch it off and on at will, having actually learned something from prior debacles.

Or someone took their laptop to the pub and playtested some godus wars while having a pint and the prophet was standing near them looking over their shoulder having a pint. It also could have been someone from another studio. Remember Molyneux's little call to arms where he invited other like-minded devs to come work for him for free play-test his in-development games and offer opinions, etc.? Not sure if that ever happened, but if it did, I certainly wouldn't put it past any of them, given the disrespectful joke Godus has become to the game development community.

I like to call that one the Share the Blame Campaign, where 22cans could point at others and try "They said it was okay!" Nor do I see any developers with sanity wanting to be associated with 22cans if it includes the continued disrespect towards those scammed and still owed a full game. As 22cans are now apparently those kind of developers, then Godus Wars should be datamined hard and not trusted until its content has been laid bare in full.

The toggle could be server side.

The toggle could be server side. Check the verbose logs. They list the game looking on an amazon webserver for updates for various things like balance files and save games etc. Just how much it is able to update and replace I don't know but I would not put it past them to include the "included maps and other premium content".
